We have been doing good in the Bihor community for 9 years. During this period, we supported the community with more than 300 successes totaling 3,576,245 lei, through the grants, scholarships and donations offered.

2. Applicant description
2.1. Please, introduce briefly your organization. What are your main activities and fields of interest? (1000 characters)
Oradea Community Foundation is a non-governmental, apolitical and religiously unaffiliated organization. We support the development of impactful projects in our community. How? First of all, trusting that together we can build and then, live in a community where there is a lot of involvement, empathy and dedication. We run educational, environmental activities, charitable events and personal and professional development actions. We encourage the ideas of educational projects for children and young people, offering financial support, but also mentoring for the implementation of projects. We fight school dropout through programs designed to support the young generation in continuing their studies and in being innovative. Through the environmental projects we develop and in which we encourage the community to get involved. We improve the standard of living in Oradea and at the level of Bihor county.
2.2. Describe briefly your capacity and resources (staff, knowledge, facilities etc.) that may be useful during the implementation of this project. (1500 characters)
The Board of the Foundation consists of 8 people, and the executive team of 6 people (2 people full-time and the rest part-time). Our headquarters are located in the center of Oradea, the seat of Bihor county. Our headquarters functioned between July and August 2022 as a Refugee Reception and Assistance Center.
3. Project description
The Special GCLS Grant Round Competition was established in order to support community foundations dealing with refugee crisis caused by war in Ukraine. Projects submitted to the Competition should be aimed at activities preventing and/or managing the local refugee crisis.
Submitted projects may include such activities as:
supporting local communities accepting refugees;
integration and adaptation activities for people arriving from Ukraine such as: legal, educational, psychological assistance;
assistance to refugees from Ukraine and help in organizing their stay in the country, e.g. coordinating humanitarian aid;
contact, coordination and information points;
purchase of equipment for the duration of their stay in the country, such as: clothing, cleaning supplies, home furnishings;
organization of collections (financial and in-kind);
coordination of assistance and volunteer work for refugees;
promotional and media activities;
grant competitions to be organized locally
institutional support for CFs that channel assistance to refugees from Ukraine (CFs operating costs, costs of developing CF’s cooperation with municipalities, business and social partners);
Preference will be given to projects involving systemic, long-term assistance aimed at refugees, i.e. activities such as learning the local language, integration into the local community, etc.
Funding Restrictions:
Funds may not be used to attempt to influence legislation, through propaganda or similar means.
Funds will not be used directly or indirectly to participate in a political campaign for or in opposition to any candidate running for public office, or in support of any political party.
The funds will not be used for any activity related to the manufacture or sale of arms and ammunition or abortion or the provision of armament or abortion services.
No amount from the appropriation will become a liability and/or be expended as financial support to a commercial venture currently located in the United States of America for the purpose of relocating that venture outside of the United States of America, or a venture that could affect a reduction in employment in the United States of America resulting from the relocation of production outside of its territory.
No amount of the appropriation will be appropriated or used for any project or activity that would contribute to a violation of internationally recognized workers' rights, as defined in Section 502(a)(4) of the United States Trade Law Act of 1974, of workers in the host country, including its designated areas.
Funds will not be used to support, in any form, activities carried out by natural persons and/or legal entities that could contribute to acts of violence or terrorism (vide: https://sanctionssearch.ofac.treas.gov/).
Funds cannot be used to purchase items that may be associated with weapons and ammunition: night vision goggles, bulletproof vests, helmets, etc.
Funds may not be used as direct financial support to any individual.
Please provide the detailed description of your project/initiative.
3.1. What is the general goal of your initiative. Present your project, its main objectives and expected results you plan to achieve. (max. 1500 characters)
In order to continue to actively respond to the humanitarian crisis generated by the conflict in Ukraine, we want to offer to the organizations working with refugees support and resources to cover the urgent needs identified. In the short and medium term, we will address integration issues in the following main areas: 1. COMMUNICATION: promoting cohesion and active participation in the community (education, labor market). 2. EDUCATION: integration of children into educational programs and activities, support for children and adults in learning the Romanian or English language. 3. SOCIAL COHESION: bringing host communities and refugees together through programs and activities initiated by local organizations.
3.2. In reference to the refugee crisis, describe your local current situation and specific challenges that made you to apply for a grant. Please, include data, statistics, scale of help needed, official information - in order to support and justify your application. What is the source of your information? How did you identify the need, and the challenge? (max. 1500 characters)
The NGOs in Bihor continue to fight to provide the necessary support and assistance to refugees who transit or stay in our county, which is in close proximity to the border with Hungary. We have been close to these NGOs since February when we worked together to address the humanitarian crisis. We coordinated and offered assistance together to the Bihor Refugee Reception and Assistance Center and to some we offered financing for educational and social integration activities, personal hygiene packages, psychological counseling, including financial support for organizational development. Since the outbreak of the conflict in Ukraine, we have been supporting those who arrive in Bihor county by offering support to organizations that directly address the humanitarian cause. The figures from the customs authorities indicate the existence of a large flow of people transiting our county, on average we are talking about 8,000 people who arrive at Bors 1 and 2 customs. From the information we have, most of those who enter the country through the North or the East Romanians choose Bihorian customs due to the much better infrastructure links with Western Europe. We expect this flow of people to increase in the next period, even more, some refugees even choose to stay for several days in our county.
3.3. How are you going to achieve your goals? Please present a strategy for the implementation of this project by listing and describing all activities and actions. Use bullet points where appropriate. (max. 2000 characters)
Our project aims to provide 3 grants for: - In the short term: Informing, guiding and advising refugees who arrive in our county regarding the conditions and facilities for staying in Romania; - In the medium term: Organization of inclusive activities for Ukrainian children, youth and adults;
3.4. How do you want to provide long-term, systemic assistance to refugees? Are these the measures expected at this time by the refugees coming to your community? (max. 1500 characters)
In the long term we aim to combine and streamline the efforts of NGOs/initiative groups to address in the medium and long term the crisis generated by the conflict in Ukraine, but also other emergency situations. This project aims to increase the degree of civic involvement, empathy and collaboration of our community on topics of wider interest.
3.5. What will be the biggest challenge/s you will face in your project? (max. 1500 characters)
We are seeing an exhaustion of the non-governmental organizations that have been involved so far in addressing this crisis at the level of our county. A psychological exhaustion of the NGO teams that have not stopped providing support for refugees for more than 10 months and an exhaustion due to lack of resources to make available to the refugees. They are finding it increasingly difficult to find funding for the refugee cause. A good number of local organizations abandoned the cause of providing assistance to refugees because they became unable to cover the minimum costs of running the organizations.
3.6. How are you going to verify the accomplishment of your project? What will indicate the success of it? (max. 1500 characters)
During the financing period, the Oradea Community Foundation will organize status and capacity building meetings for the project coordinating teams. In parallel, we will work to develop a community of practice and support of organizations that offer assistance to refugees. The expenditure of funding and the implementation of activities dedicated to refugees will be monitored through intermediate and final narrative/financial reports.
3.7. How are you going to engage local community in this project? (max. 1000 characters)
Since the beginning of the humanitarian crisis, the Oradea Community Foundation has assumed the role of being a link between the local authorities and the multitude of individual civil society initiatives. We will continue to build dialogue bridges and develop common directions at the civil society level to address as much as necessary the exceptional situation in which we find ourselves. Our goal is to combine the efforts of NGOs/initiative groups at the level of our community and to help them work closely together and act by supporting each other.
3.8. Do you plan to involve any local partners in your project (institutions, organizations, business, media, donors, individuals)? (max. 1000 characters)
Yes. We will actively encourage and facilitate the 3 organizations we will finance to be in direct collaboration with: Directorate of Public Health Bihor Directorate of Social Assistance Oradea General Directorate of Social Assistance and Child Protection Bihor Veterinary Sanitary and Food Safety Directorate, Bihor Bihor County Employment Agency Bihor Immigration Service

Through the 3 grants that we will offer, we want to ensure for another 7 months short and medium-term accommodation services, hot meals, as well as relevant information for those who transit the county according to everyone\'s needs. At least 100 refugees per week will benefit from counseling and assistance. We will provide financial support to 3 NGOs to create social integration opportunities for refugee children, youth and adults.
